tl;dr maybe I'll edit this more later to make more sense... because it is A Lot.
■ The truth about Fio is that she's actually the record of a little girl who lived a terribly short, miserable life long ago on Earth. Where Fio truly comes from is The Cage, a virtual space that contains data of humanity's memories from across space and time—their sins and all sorts of possibilities such as if a person followed a different path in their life. It is also a place where other records—memories like Fio can interact, which is how she makes her very first friend Levania!
■ During the events of Arc 1, whenever she's "pulled" outside of her memory, she believes that she's dreaming. The "nightmares" that she complains about is actually her memory data getting corrupted.
■ At the end of Arc 1, her memory is restored from the corruption and appears to be stored away somewhere for safekeeping. It's unknown what happens afterward, but since Mama appears to have the ability to put The Cage residents into a slumber and hopes that Fio is resting peacefully, I just assume her memory remains dormant without any awareness of the passage of time until she's summoned again in Arc 3.
■ By Arc 3, she learns the truth of her existence: that she's "data." It's hard to say how well she understands since she's a little girl from an era that resembles the Middle Ages and reacts with confusion to the reveal. I would say she's at least aware of her death and that she's "alive" by special circumstances.
■ She speaks of The Cage in a sort of childish way that she can understand. For example, she continues to refer to the virtual world as a "dream world" and to the virus as "black birdies." Also she refers to Mama's true form, a little machine, as "Earth clothes."
■ While I don't play her from the web novel chapter (due to unclear information and currently no available official localization), I would say she probably starts getting a better understanding of what "virtual" is during her time together with the administrator on Earth. Plus she starts learning about the concept of outer space and space travel!

Fio is the digitally recorded memory of a little girl who once lived on Earth around a time period that resembles the Middle Ages. Though her hometown is never given a specific name, it appears to have some medieval French roots with its style of half-timbered construction and the names of some of her weapons being in the French language. However, parts of her story also take some influence from the Latin story Somnium by Johannes Kepler, since she's named after one of the characters Fioxhilde.
Her data is kept within a virtual space known as The Cage. Normally, she's only able to exist in a virtual landscape or in any world that exists "on the boundary of reality and virtual space." Her data is stored inside of a weapon, which she can summon upon will.
In the conclusion of the third arc The People and the World, she is reborn in a physical body but the story is left vague as to whether or not it's a true human form. She does not appear to have her weapon summoning abilities in the web novel chapter.
I usually play Fio at a canon point before her reincarnation. For the ease of RP purposes and to spare those unfamiliar with her canon a headache, I have her in a physical form similar to a real human while keeping the same weapon summoning abilities from The Cage. I'm open to ideas if you want to explore interacting with Fio as a digital entity.

The weapons can be wielded in a similar manner as using Fist-type weapons. They're unusually much bigger than her and also have a passive skill that allows the user to be just a little more sturdy.
Since her existence is tied to the weapon, she is never without it, though they are not initially visible. When needed, she can manifest them into existence and dismiss them into hammerspace. When visible, the weapons levitate and can be launched at enemies with a simple wave of a hand. The movements are guided by her gestures, but also seem to activate based on her emotions. For example, the ball and chain will pummel foes repeatedly whenever she cowers. After her weapons launch in the air, they conveniently warp back to her side.
By default, Fio has affinity towards the Light element. In addition to her main weapon, she has Cadeau Royal, a pair of giant silver lanterns that's similarly Light-based. The lanterns contain the memory of her biological mother. She can wield other elements depending on the weapon and costumes equipped.

Unlike the other named characters who wielded a weapon or had combat skills recorded from their human lifetime, Fio did not have any combat training in the real world. However, as a resident of The Cage, she's able to manifest a weapon into existence.
Her weapons typically take the shape of spherical objects in an identical pair, ranging from various objects such as massive lanterns, light bulbs, vases, beach balls, stuffed animals, and more.
Depending on the setting, she may not have her weapons at all and behaves as an ordinary human being. Though I typically tend to let her keep her abilities if it's allowed.
Kindness in the face of malice is what describes Fio the best. Her biological family was corrupt and ordered for her death since they desired a male heir. Though she was saved and adopted, she later on became unloved by her adoptive parents, who viewed her positive qualities as "too good" for them. And the country she grew up in was governed by unfair laws which subject her to further abuse. Yet although she was hated by the world, she always retained her kindness.

Loving and compassionate, she displays care for those around her, whether it be family, friends, and strangers. She extended a helping hand to another child, offering to help find his mother. She showed concern for the female administrator, questioning the other girl if she was afraid of making new friends. Despite being rebuffed by the other girl many times, Fio kept trying to help and goes as far as requesting to stay on Earth, even if she may be the only human left. Especially after her own experience with loneliness, she's eager to reach out and ease the pain of those who may have suffered in similar ways she had.
With her determination and hope, she's shockingly resilient in a harsh world. When her life went downhill, she did everything in her power to restore the happy family that she once had. She studied to achieve the highest marks in her class and made handmade gifts in an attempt to win back the love of her parents. Even with the knowledge that her father no longer cared for her, she worried and tried to protect him from harm. While she's often faced with many difficult obstacles and sometimes her efforts go unrewarded, she's not one to give up easily.
Her kind heart is as much a strength as it is a weakness. It is also one of the reasons that she met a tragic end in reality. This makes her susceptible to betrayal and neglecting her own needs. When her adoptive mother left, Fio continued to wait despite the clear signs that she had no intention of returning. It's only until she's driven away from her home, sad and starving to death, that she accepts the harsh truth she had been abandoned by someone dear. She tends to focus on the happiness and wellbeing of the people around her before putting herself first, often claiming that she's happy if others are.
Despite her mental fortitude while going through many struggles, she's clearly still a little girl. She loves picture books and the company of other people. Her curiosity about others and eagerness to make friends tends to lead her to ask a plethora of questions, even about the most mundane of things like favorite food. She parrots unfamiliar words from grownups, often getting tongue tied when pronouncing complicated terms. She's not afraid to admit when she's scared. She fears dying, loneliness, and may break down into tears when pushed to her very limit.
